Education Out Loud
“Voices for Inclusive Education” Project
As part of efforts to support the education sector in Jordan, grants are also allocated to civil society organizations through the Education Out Loud fund, under the advocacy and social accountability component, funded by the Global Partnership for Education (GPE) and managed by Oxfam Denmark.
This fund aims to support civil society to become active and influential in shaping education policies, ensuring that the needs of communities—especially the most marginalized—are met.
Through Education Out Loud, civil society initiatives that promote community participation, transparency, and accountability in the education sector are funded. The fund focuses on enabling local, regional, and international organizations to:
• Monitor education policies and budgets
• Participate effectively in dialogues and education policy-making
• Influence education decisions to become more inclusive and equitable
The Education Out Loud program ensures that the voices of communities—especially marginalized groups such as children with disabilities, girls, and refugees—are taken into account when designing and implementing education policies.
This fund is one of the key mechanisms of the Global Partnership for Education to promote transparency and good governance in education. It works in collaboration with local and international partners to achieve sustainable change in education systems worldwide.
Within this framework, and in coordination with the Global Partnership for Education and Oxfam Denmark, the Jordanian Education Network is implementing the “Voices for Inclusive Education” project to strengthen civil society participation in planning and monitoring inclusive and gender‑responsive education policies in Jordan over an 18‑month period, from September 2025 to June 2027.
Main Objective of the Project
Strengthening the participation of civil society organizations (the Jordanian Education for All Network) in planning and monitoring inclusive and gender‑responsive education policies in Jordan.
Sub‑Objectives
1. Strengthening institutional and technical capacities of civil society organizations across all governorates (the Jordanian Education for All Network) to advocate for inclusive and gender‑responsive education policies. Activities include:
- Holding a strategic planning workshop (2026–2028) and developing an action plan to prepare the Jordanian Education Network’s Strategic Plan for 2026–2030
- Conducting a needs assessment for the knowledge and capacity of network organizations to identify their training needs in areas such as SDG4, gender and inclusion in education policies, advocacy, and social accountability
- Conducting an institutional capacity assessment for the network to review its strategy, operational procedures, and governance mechanisms, and update bylaws and governance systems for endorsement by the General Assembly
- Capacity building through training workshops on:
A. Budget analysis, particularly the education budget
B. Evidence‑based advocacy (policy paper writing)
C. Multi‑stakeholder policy dialogue - Engaging in the development of the Ministry of Education’s 2026–2030 Strategy
- Participating in the Education Sector Working Group in Jordan
- Holding General Assembly meetings of the Jordanian Education for All Network for 2025 and 2026
2. Enhancing cooperation between civil society organizations, government institutions, and regional and international stakeholders to improve planning and monitoring of inclusive education policies. Activities include:
- Engaging in the development of the Ministry of Education’s 2026–2030 Strategy
- Participating in the Education Sector Working Group in Jordan
- Preparing a Spotlight Report on Jordan’s progress toward SDG4 (2023–2025)
- Developing a policy brief based on the report and its recommendations and disseminating it through a media and advocacy plan
- Participating in the Global Action Week for Education 2026 on education financing (20–25 April 2026):
A. Issuing a network statement
B. Issuing a youth statement
C. Holding a conference to launch GAWE 2026 activities
D. Conducting a social media advocacy campaign - Participating in regional and international learning and networking events with the donor
- Participating in regional learning and networking events with the Arab Campaign for Education
- Promoting collaboration around inclusive education in line with government commitments and the education sector strategy
- Participating in Global Action Week for Education 2027 activities
3. Enhancing community participation in local advocacy campaigns to support inclusive and gender‑sensitive education policies. Activities include:
- Holding 5 local policy dialogue sessions to gather data and information for developing policy papers
- Developing 4 policy papers, including one on education financing
- Preparing and submitting Jordan’s mid‑term Universal Periodic Review (UPR) report to follow up on recommendations issued in 2024
- Organizing a roundtable during the Global Action Week for Education 2027 to launch UPR recommendations and strengthen cooperation on inclusive education, in line with government commitments and the Education Sector Plan (ESP)
