Empowering Youth in Jordan Through Budget Literacy: Toward Evidence-Based Advocacy in Education

The Arab Network for Civic Education (ANHRE) is proud to collaborate with the International Budget Partnership under the regional program “Youth Collaborate for Open and Accountable Budgets,” which aims to empower youth in Jordan to engage in evidence-based advocacy by strengthening their understanding of public budgets, with a particular focus on the education budget.

ANHRE believes that meaningful youth participation begins with knowledge. Equipping youth with the tools to understand public budgets—especially the education budget—enhances their ability to advocate for more equitable, inclusive, and fair education policies for all.

ANHRE highly appreciates the support of its partners, especially the European Commission, whose contribution helps amplify youth voices and strengthens their role in leading change and shaping evidence-informed public policies.

In Jordan, teacher and youth activist Hani Awad shares his experience of how budget literacy training, implemented by ANHRE with the support of the International Budget Partnership, helped youth advocates move from broad demands to evidence-based advocacy by developing a deeper understanding of the education budget and formulating stronger calls for increased investment.

With contributions from Abeer Altamimi (Programs Manager at ANHRE) and Dr. Okaily (Head of the Research Unit at the Jordanian Ministry of Finance), this European Commission–supported story demonstrates how fiscal literacy can transform citizens’ voices into real policy influence.
