The Arab Network for Civic Education (ANHRE) implements a specialized workshop to develop the 2026 Education Budget Analysis Report as part of the “Youth Collaborate” project

The Arab Network for Civic Education (ANHRE) conducted a specialized workshop on April 10–11, 2026, titled “Developing the 2026 Education Budget Analysis Report”, as part of the “Youth Working Together for Open and Accountable Budgets” project, funded by the European Union through the International Budget Partnership. The workshop brought together a group of youth and civil society actors.

The workshop aimed to strengthen participants’ capacities in analyzing education budgets using participatory tools and a rights-based approach that emphasizes equity and social justice. It also sought to support participants in developing evidence-based advocacy initiatives in the education sector.

Over the course of two days, the workshop included interactive sessions. On the first day, participants reviewed participatory budget analysis tools (4As and 4Ss) and applied them عمليًا to the 2026 education budget through group work exercises. The sessions focused on key areas such as inclusive education and technical and vocational education, analyzing them through a lens of equity and justice.

The second day focused on planning the next phase of the project. Participants discussed key challenges and knowledge gaps in education financing and worked on developing guiding questions and themes for the policy dialogue sessions to be conducted across the three regions. They also identified key stakeholders and defined their roles.

Additionally, the workshop addressed planning for the Global Action Week for Education 2026 and discussed the development of the youth report and a policy paper on education financing.

ANHRE emphasized that this workshop is part of its ongoing efforts to empower youth and strengthen their meaningful engagement in governance and accountability processes, particularly in the education sector, by enhancing their skills in public budget analysis and advocacy.

Through this project, ANHRE aims to contribute to more transparent and accountable public resource management and to reinforce the role of youth as key partners in decision-making, ultimately supporting the achievement of inclusive and equitable quality education for all.
